On October 29, 2026, a meeting of the Board of Directors of the Non-Profit Joint-Stock Company “Khalel Dosmukhamedov Atyrau University” was held.
The meeting addressed the tasks arising from President Kassym-Jomart Tokayev’s Address to the People of Kazakhstan, “Kazakhstan’s Current Challenges in a New Historical Cycle,” as well as issues related to the university’s strategic development, improvement of the corporate governance system, activities of internal control bodies, and strengthening of business ethics principles.
Particular attention was paid to implementing the objectives set by the Ministry of Science and Higher Education and ensuring that the university’s activities align with national policy priorities in higher education and science.
The President’s statement, “First and foremost, it is necessary to conduct a comprehensive analysis and carefully assess the needs of the regions for healthcare, education, culture, and sports facilities as soon as possible,” inspired the university community to intensify efforts toward constructing a 900-bed student dormitory and a new academic and laboratory building. The development of university infrastructure will contribute to improving the quality of human capital and taking concrete steps for the benefit of the younger generation.
Drawing attention to the issues highlighted in the Presidential Address, including improving the education system, developing inclusive education, protecting the professional status of teachers, and reducing their excessive administrative workload, the Chairman of the Board of Directors emphasized that the President’s words, “The primary mission of teachers is to provide children with quality education and raise a conscious generation,” place great responsibility on everyone working in education and science.
The presence of more than 237,000 children with special educational needs in Kazakhstan requires the systematic development of appropriate infrastructure and measures to address the shortage of qualified specialists. The projected demand for 3,595 teachers and 126 special education teachers in the Atyrau Region over the next five years also highlights the need to update educational programmes.
Members of the Board of Directors emphasized the importance of systematically implementing the priorities outlined in the Presidential Address within the university’s activities. They highlighted the need to improve the quality of teacher training and strengthen cooperation with educational institutions across the region, noting that these objectives are a shared responsibility of researchers and educators.
In accordance with the agenda, the Board of Directors approved amendments and additions to the Implementation Plan of the University Development Strategy for 2025–2029. These changes are intended to update planned activities and performance indicators in line with current requirements for the quality of higher education and the university’s strategic development priorities.
To further develop corporate culture, ensure compliance with business ethics principles, and facilitate the resolution of social and labor-related issues, the Board of Directors approved the Regulations on the Ombudsman. The establishment of the Ombudsman institution is expected to strengthen trust within the university community, protect employees’ rights and legitimate interests, and promote constructive solutions to emerging issues.
In addition, amendments to the Regulations on the Anti-Corruption Compliance Service were approved to improve the effectiveness of measures aimed at preventing corruption risks.
During the meeting, the heads of the Internal Audit Service and the Anti-Corruption Compliance Service presented their reports on activities carried out during the third quarter of 2026. Following the discussions, relevant recommendations and instructions were issued.
The Board also discussed and approved amendments and additions to the Regulations on the Audit Committee and the Regulations on the Committee for Human Resources, Remuneration, and Social Affairs.
Board members emphasized the need to continue systematic efforts to implement the university’s strategic objectives, fulfill the Ministry’s instructions and recommendations, ensure the quality of education, develop scientific research, strengthen transparency, and improve management efficiency.
Appropriate decisions were adopted on all items of the agenda.
On October 30, the Chairman of the Board of Directors also attended the opening ceremony of the nationwide IT hackathon “Decentrathon 6.0,” held at the university. He met with young people interested in modern technologies and digital solutions and learned about their projects and proposals for technological development.
The Chairman of the Board of Directors also met with the newly appointed Akim (Mayor) of Atyrau, Daniyar Bolatovich Takhanov, to discuss pressing issues concerning the university.
Furthermore, B. B. Mamrayev, Chairman of the Public Council under the Ministry of Science and Higher Education of the Republic of Kazakhstan, held a public reception during which he met with university faculty members and staff.
