Inclusive Education Policy
Khalel Dosmukhamedov Atyrau University implements an inclusive education policy aimed at ensuring equal opportunities and creating an accessible learning environment for all students. The university supports students with special educati
onal needs and strives to provide conditions that enable their full participation in academic life, professional development, and social integration.
As part of this policy, the university continuously works on improving the accessibility of its infrastructure. University buildings are equipped with ramps, elevators, accessible entrances, and other elements of a barrier-free environment, ensuring comfortable movement for people with limited mobility. These measures contribute to creating a safe and inclusive educational environment for students, staff, and visitors.
An important step in strengthening inclusive education at the university was the establishment of the “Daryn” Inclusive Resource Center. The main objective of the center is to identify, develop, and support the potential and creative abilities of gifted and special-needs children in the region, as well as to provide consultations from psychologists and speech therapists.

To mark the opening of the center, a round table titled “The Role of Speech Therapists in Modern Society” was organized. During the discussion, participants addressed the professional role of speech therapists, the requirements for specialists, and the specifics of their work. Defectologists and speech therapists from various organizations and schools participated in the event, sharing their professional experience and answering students’ questions.
In addition, the university organizes the UPGRADE course on inclusive education, aimed at improving the professional competencies of teachers and specialists. The course introduces modern approaches and practices in working with students with special educational needs.

The university also actively develops partnerships with organizations working in the field of inclusion. A memorandum of cooperation was signed between the university, the public association “Inclusion Bolashaq Atyrau”, and the “Zeyin-Atyrau” Center for the Development of Children with Special Needs. The memorandum aims to strengthen cooperation in training specialists in inclusive education, organizing student internships, conducting joint research projects, and exchanging professional experience.
