Anti-Corruption and Compliance Service Policy
Policy Mission
Atyrau University named after Khalel Dosmukhamedov is committed to preventing all forms of corruption and ensuring transparency, accountability, and academic integrity in its activities. The Anti-Corruption Compliance Service operates in accordance with the legislation of the Republic of Kazakhstan and international principles of good governance.
Key Objectives
The main objectives of the compliance service include:
- identifying and assessing corruption risks within the university’s activities;
- developing and implementing internal anti-corruption policies and procedures;
- promoting integrity, transparency, and respect for the rule of law among students and staff;
- monitoring compliance with anti-corruption legislation and institutional regulations;
- reviewing reports or complaints related to corruption and ensuring appropriate response measures.
Current Practices
To prevent corruption and promote ethical behavior, the university implements several institutional measures:
• On February 14, a foresight session titled “Current Issues of Corruption Risks in Public Procurement” was held.
Directors of regional branches of the Republican Public Association “Zhanaru” (Nationwide Anti-Corruption Movement) participated online, along with members of the Atyrau regional branch council, representatives of the quasi-public sector, and university representatives.

• On February 28, a guest lecture was organized by senior lecturer of the Department of Criminal Law disciplines of the Faculty of Economics and Law, Master of Law B.K. Tazhgarina for first-year university students.
The lecture was held within the course “Fundamentals of Law and Formation of Anti-Corruption Culture” on the topic “Basic Principles of Combating Corruption, Subjects of Corruption Offenses and Their Powers.”
The guest speaker was Aidana Talgatovna Amaniyazova, Chief Specialist of the Prevention Department of the Anti-Corruption Agency of the Republic of Kazakhstan for Atyrau Region.

• On April 17, within the framework of the “Law and Order Month”, a round table titled “Improving Youth Legal Literacy and Strengthening Trust in Law Enforcement Agencies” was held at Kh. Dosmukhamedov Atyrau University.

• On April 23, the Atyrau regional branch of the nationwide anti-corruption movement “Zhanaru” together with the Center for the Study of Corruption Issues and the Department of the Anti-Corruption Agency organized a public reception for citizens at the BAIZAAR shopping and entertainment center with participation of local government bodies.

• On April 25, a guest lecture for first-year students of the Physical Education and Sports specialties was conducted by senior lecturer B.K. Tazhgarina on the topic “Bribery-related criminal offenses and anti-corruption restrictions.”

• On April 30, within the framework of the “Law and Order Month” and dedicated to the 30th anniversary of the Constitution, an university-wide intellectual game “Society Without Corruption” was held among first-year students.

• On May 16, an anti-corruption public speaking and courtroom rhetoric competition was organized within the project “Law and Order” by the Department of the Anti-Corruption Agency of the Republic of Kazakhstan for Atyrau Region with the support of the “Zhanaru” movement.

• On May 27, the project “Best Video Clip” was held jointly by the Atyrau regional branch of the “Zhanaru” movement and Kh. Dosmukhamedov Atyrau University.

• On May 29, the student team “Ar men Zan” from Kh. Dosmukhamedov Atyrau University won second place in the republican anti-corruption quest game “ANTIPARACRAFT-2025” held at S. Toraighyrov Pavlodar State University.

• On May 30, an off-site meeting of the Anti-Corruption Agency was held in Atyrau.
The meeting was attended by the Chairman of the Agency Askar Zhumagaliyev, members of the Mazhilis, the regional akim Serik Shapkenov, members of the public council, maslikhat deputies, and heads of regional departments and law enforcement agencies. Measures to prevent corruption risks in the region were discussed.
- A monitoring visit by experts from the Academic Integrity League took place at Kh. Dosmukhamedov Atyrau University. The experts reviewed documents, held internal discussions, and provided a checklist with recommendations. An ambassadors team was formed to develop an action plan to strengthen academic integrity. Preliminary results were presented to the university leadership, and the final conclusions will be reflected in the official report.

• On October 3, 2025, a training session titled “Formation of Anti-Corruption Culture” was conducted for newly hired employees of the 2025–2026 academic year.
The training was led by Ch.N. Mukhambetkaliyev, Head of the Anti-Corruption Compliance Service.
Participants were introduced to the main functions of the compliance service and the University Code of Academic Integrity, as well as to the anti-corruption prevention measures implemented at the university and identified corruption risks.
The purpose of the training was to strengthen the principles of honesty, fairness, and responsibility among new employees and to develop an anti-corruption corporate culture within the university.
Importance
The Anti-Corruption Compliance Service strengthens transparency in governance, promotes a culture of academic integrity, and ensures fairness in the educational process. These measures contribute to the sustainable development of the university and strengthen public trust in the institution.
