Kh.   • WOMEN’S RIGHTS — THE FOUNDATION OF A STABLE SOCIETY “No to Violence!”
    Purpose: To prevent violence against women and girls, eliminate coercion, provide awareness about other forms of violence that contradict our culture and legislation, and enhance legal literacy among the public. A meaningful meeting on this pressing topic was organized by the Atyrau Regional Universal Library named after G. Slanov. During the event, students majoring in Law and members of the Legal Clinic of Kh. Dosmukhamedov Atyrau University met face-to-face with representatives of law enforcement agencies. The main objective of the meeting was to prevent domestic violence and improve the legal awareness of young people. Key issues discussed: Important legislative changes were thoroughly reviewed, particularly the new articles introduced into the Criminal Code of the Republic of Kazakhstan in 2025: Article 115-1 (Stalking): legal consequences of harassment, surveillance, and persistent disturbance of an individual; Article 125-1 (Forced Marriage): criminal liability for bride kidnapping and coercion into marriage. The meeting featured the following experts: Representatives of the Atyrau Police Department — Rima Serikkizi, Dana Sabitkizi, and Rollan Turdaliev — explained issues of legal responsibility and law enforcement practice. Dinara Omarchankyzy, a specialist from the crisis center, spoke about psychological and social support mechanisms for victims of violence. Didar Orynbasarovna Aitmukhanova, Senior Lecturer of the Department of Civil Law Disciplines at the Faculty of Economics and Law of Kh. Dosmukhamedov Atyrau University, summarized the meeting and expressed her best wishes to the participants.   • “Law and Order”: Meeting with Law Enforcement Representatives
    On November 17, 2025, an event of significant legal importance was held within the framework of the “Law and Order” principle, organized by the Faculty of Economics and Law and the Department of Civil Law Disciplines of Kh. Dosmukhamedov Atyrau University in cooperation with the Atyrau Regional Police Department. The main purpose of the meeting was to promote legal culture, broaden the professional outlook of future lawyers, familiarize students with the activities of law enforcement agencies, and exchange experience. The event brought together distinguished legal professionals: • Ernar Abzaluly Ataulan – religious scholar, historian, PhD, author of the book “History of Islam in the Kazakh Steppe” • Maryana Kazbekkyzy Dzhangalieva – Senior Operative Officer of the Anti-Drug Crime Department, Police Lieutenant Colonel • Zhardem Maratovich Tagaev – Chief Criminalist of the Police Department, Police Major • Dauren Maksimovich Mukhanbetaliev – Operative Officer of the Cybercrime Prevention Department, Police Captain • Aidyn Mirambekovich Lukpanov – Inspector of the Personnel Department of the Atyrau Regional Police Department, Police Captain Ernar Abzaluly elaborated on the relationship between religion and history, emphasizing the importance of developing spiritual resilience among young people. Maryana Kazbekkyzy addressed drug crime prevention, warning youth against easy money and presenting a motivational gift. Zhardem Maratovich explained the specifics of criminalistics and highlighted issues related to illegal weapon production and possession among young people. Dauren Maksimovich provided an in-depth analysis of cybercrime types and their mechanisms. Aidyn Mirambekovich shared detailed information about recruitment procedures, requirements, and social guarantees in police service, encouraging students to contribute to public order and safety. The meeting coincided with Student’s Day celebrations. Active 3rd–4th year students of the Legal Clinic were awarded Letters of Appreciation, and new members received commemorative gifts. At the end of the event, canine specialists demonstrated drug detection techniques using a specially trained service dog named “Khan,” offering students valuable practical experience. The event became a meaningful gathering that provided students with strong spiritual, professional, and practical motivation.
  • Law and Order”: Meeting to Enhance Students’ Legal Awareness
    On October 30, 2025, a legal awareness meeting was held in Dormitory No. 2 within the framework of the “Law and Order” principle. The event was organized by senior lecturers of the Department of Civil Law Disciplines of the Faculty of Economics and Law at Kh. Dosmukhamedov Atyrau University, and heads of the Legal Clinic, Zh. Zhagiparkyzy and D. Aitmukhanova. The purpose of the meeting was to provide legal clarification and guidance to students residing in the dormitory in line with the “Law and Order” principle. The event was attended by Akmurzina Gulaina Tukpatollakyzy, a lawyer of the Atyrau Regional Bar Association, who answered students’ legal questions. During the meeting, students received specific legal advice on issues of concern. The session included explanations on cybercrime and newly introduced legislative provisions such as “dropper activities,” “stalking,” and “forced marriage.” Important information was also provided on pressing social issues, including fraud, drug-related crimes, and minor hooliganism. The main objective of the event was to enhance students’ legal culture, promote compliance with legal requirements, and foster a preventive approach to law violations.
  • “FUTURE KZ” Intellectual Competition — A Remarkable Event within the “Law and Order” Principle
    We witnessed an impressive breakthrough! Within the framework of the “Law and Order” principle, the “FUTURE KZ” intellectual competition was organized among students of Kh. Dosmukhamedov Atyrau University by the Atyrau Regional Police Department, the Atyrau Regional Youth Resource Center, and the Alliance of Students of Atyrau Region. The quiz game, held under the “Law and Order” principle, significantly contributed to enhancing participants’ legal awareness and deepening their understanding of legal norms. During the competition, students not only tested their knowledge but also demonstrated logical thinking and quick decision-making skills. The meaningful and practice-oriented questions increased the educational value of the event. Such quizzes foster respect for the law and strengthen the concepts of discipline and responsibility among young people. According to the results, the team “Құқық IQ,” consisting of students of the “Law Enforcement Activity” educational program, won second place: Kuат Dana Mnadzhadinova Dinara Urazgaliyev Anuar Kakimova Aruzhan Atshybay Nuriya Maksot Zhanel They demonstrated excellent knowledge and achieved one of the highest scores.   • Open Meeting within the “Law and Order” Principle: Explanation of New Amendments to the Criminal Code
    On January 26, an open meeting was held at Kh. Dosmukhamedov Atyrau University within the framework of the “Law and Order” principle, initiated by the Atyrau Regional Council of Veterans. The guest speaker was Abzal Temirgalievich Kuspan, Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan, member of the Committee on Legislation and Judicial-Legal Reform, and Honored Lawyer of Kazakhstan. 🤝 The meeting was also attended by well-known regional law enforcement representatives and the Chairman of the Regional Bar Association, K. Demesinov, as well as Zholbolov. ⚖️ During the session, detailed explanations were provided regarding five new amendments to the Criminal Code, which came into force on September 16. These include: Article 232-1 — “Dropper Activity” Establishes criminal liability for the illegal transfer or use of bank cards, accounts, and payment instruments by third parties. Penalties range from fines to restriction of liberty for up to 7 years. Article 115-1 — “Stalking” Illegal harassment without consent (repeated calls, surveillance, psychological pressure, etc.) is now recognized as a separate criminal offense. Article 125-1 — “Forced Marriage” Forcing a person into marriage, including bride kidnapping practices, is criminalized with strict penalties. Article 339-1 A new criminal offense aimed at environmental protection, establishing liability for the illegal circulation of rare and endangered species of flora and fauna and their derivatives. Article 214-1 — Illegal Banking and Microfinance Activities Conducting banking or microfinance activities without registration, required licenses, or in violation of legal requirements constitutes an offense. ✨ The meeting was held in an active discussion format, with numerous questions addressed. The students’ strong interest in recent legislative changes and their engagement in dialogue with the deputy were truly encouraging.
  • “The Secret of the Process” Intellectual Competition Dedicated to the 115th Anniversary of Bauyrzhan Momyshuly
    On the occasion of the 115th anniversary of the legendary military commander, writer, and national hero Bauyrzhan Momyshuly, the intellectual competition “The Secret of the Process” was held at Kh. Dosmukhamedov Atyrau University. The competition was organized by the Department of Criminal Law Disciplines of the Faculty of Economics and Law in cooperation with the regional, city, and environmental prosecutor’s offices of the Atyrau region. Experienced prosecutors participated in the event as jury members. 👩‍⚖️ The jury included representatives of the Regional Prosecutor’s Office. ⚖️ Five teams competed in five stages of the contest: “Құқық қырандары,” “Prosecutors,” “Investigators,” “Lawyers,” and “Judges’ Panel.” The event was opened by the Dean of the Faculty of Economics and Law, Raikhan Sagitzhanovna Utalieva, who wished the students success. 🏆 Winners of the competition: 🥇 “Investigators” 🥈 “Lawyers,” “Құқық қырандары” 🥉 “Judges’ Panel,” “Prosecutors” 🎬 “Best Video Presentation” — team “Lawyers” The competition significantly contributed to enhancing students’ professional knowledge and legal literacy, as well as promoting the inspiring life and legacy of Bauyrzhan Momyshuly. 🎗️ We express our gratitude to the Prosecutor’s Office of the Atyrau region for supporting the event at a high organizational level.
  • “Crime Formula” Intellectual Competition within the Framework of the “Law and Order” Principle
    On December 1, 2025, at 09:30 AM, the Department of Criminal Law Disciplines organized the intellectual competition “Crime Formula” among second-year students of the 6B04201 “Law” and 6B04202 “Law Enforcement Activity” educational programs within the framework of the “Law and Order” principle. 🎓 Objectives of the competition: ➢ To deepen students’ legal knowledge; ➢ To increase interest in studying the Criminal Law of the Republic of Kazakhstan; ➢ To develop debate culture and legal thinking skills; ➢ To enhance logical thinking, problem-solving abilities, and practical application of knowledge; ➢ To foster teamwork skills. 🎤 The event was officially opened by the Deputy Dean of the Faculty of Economics and Law, Aigul Kanatkaliyevna Masalimova. ⌛️ The competition consisted of five stages: 1️⃣ “Let’s Get Acquainted!” — team video presentations promoting criminal law among future lawyers. 2️⃣ “Think and Play” — Q&A round. 3️⃣ “Find It Instantly” — test round. 4️⃣ “Themis’ Riddle” — identifying one criminal law concept based on four images. 5️⃣ “Case Battle” — solving situational legal cases. 📝 The jury members included: Aibol Kairatuly Idrisov, Major of Police, Operational Officer of the Drug Crime Counteraction Department of Atyrau Region; Nurgul Kuanyshkyzy Mukhaniyarova, Assistant Prosecutor of Atyrau Region, Junior Justice Counselor; Farkhat Amanzholovich Aruov, Senior Investigator of the Investigation Department, Police Lieutenant Colonel.   • Meeting on the Prevention of Internet Fraud with Law Enforcement Representatives
    A meeting dedicated to the prevention of internet fraud was held at Kh. Dosmukhamedov Atyrau University. 📘 The Faculty of Economics and Law and the Department of Criminal Law Disciplines of Kh. Dosmukhamedov Atyrau University, in cooperation with the Atyrau Regional Branch of the National Anti-Corruption Movement “ZHANARU,” organized a meeting with representatives of law enforcement agencies on the topic “Beware of Internet Fraud.” ⚖️ The event was conducted to promote the “Law and Order” principle and enhance the legal awareness of young people. 🎤 The meeting was opened by Salamat N. Idrisov, Chairman of the Board – Rector of Kh. Dosmukhamedov Atyrau University and Director of the Atyrau Regional Branch of the “ZHANARU” movement. He emphasized that internet fraud is one of the pressing issues of modern society and highlighted the importance of the work carried out by competent authorities, as well as the need to improve citizens’ digital literacy. 🔍 During the meeting, participants learned about common types of online crimes, including phishing, deepfakes, online shopping and investment fraud, as well as crimes committed via SMS and messaging applications. Preventive measures were explained, and video materials were shown on personal data protection and digital security skills. 👏 At the end of the event, Rector Salamat Idrisov presented letters of appreciation to the participants and noted that awareness-raising activities aimed at preventing internet fraud will continue.

Dosmukhameduly Atyrau University, a meeting with representatives of law enforcement agencies was organized on the topic “Beware of Internet Fraud.” ✅ The event was held to promote the principle of “Law and Order” and to enhance the legal literacy of young people.
  • Seminar on “Legal Literacy” (within the Silver University Project)
    On May 3, 2023, in accordance with the work plan of the Office of Retraining and Professional Development, a seminar on “Legal Literacy” was held within the framework of the Silver University project. The purpose of the seminar was to enhance the level of legal culture among citizens over the age of 50, promote legal awareness, and develop legal literacy. During the seminar, participants received comprehensive information on legal liability, civil law, inheritance law, administrative responsibility, and the basics of mediation, thereby improving their legal literacy. The seminar was conducted by lecturers of the Faculty of Economics and Law: Mukhamedina A.E., Aitmukhanova D.O., and Lukmanova N.A. At the end of the seminar, certificates were awarded to the participants.
  • Explaining the Key Provisions of the New Constitution of the Republic of Kazakhstan to Healthcare Workers
    On March 3, 2026, an informational and explanatory event dedicated to explaining the key provisions of the new Constitution of the Republic of Kazakhstan was held at City Polyclinic No. 5 in Atyrau. The purpose of the meeting was to enhance the constitutional and legal literacy of healthcare professionals and to highlight the practical significance of the provisions of the Basic Law. During the event, several speakers delivered informative presentations and provided a scientific and legal analysis of the key directions of the Constitution. Saipulla Zhumabayevich Sapanov — Doctor of Historical Sciences, Associate Professor, and Director of the H. B. Tabyldiev Research Institute of History, Archaeology and Ethnology of the Caspian Region — in his speech elaborated on the legal status of healthcare professionals, their professional responsibility, and their obligations before the law. The speaker emphasized the direct connection between healthcare activities and constitutional principles, and substantiated the importance of observing legal norms. Yuri Alekseevich Li — Deputy of the Atyrau City Maslikhat — addressed the issue of state language policy and explained the content and scope of the language norms закрепed in the Constitution. He paid particular attention to the role of the state language in public life and the legal status principles of other languages. Zhadyra Zhagiparkyzy Zhagipar — Senior Lecturer of the Department of Civil Law Disciplines and Master of Law — conducted a legal analysis of constitutional norms and scientifically examined the fundamental rights and duties of citizens. The report highlighted the importance of constitutional provisions in legal practice through specific examples. During the meeting, participants received comprehensive answers to their questions, and the practical importance of legal explanatory work was emphasized. The event became an important platform for improving the legal culture of healthcare professionals and was aimed at encouraging them to be guided by constitutional principles in their daily professional activities.
  • Prevention of Offenses among Law Students within the “Law and Order” Ideology
    Within the framework of the “Law and Order” ideology, a preventive event aimed at preventing offenses was held for second-year students majoring in Law at the Faculty of Economics and Law. ⚖️📚 During the event, the short films “Hooliganism” and “Non-Book Mysteries” were shown, and their educational and legal content was explained to the students. 🎬 Through these films, the consequences of unlawful actions were clearly demonstrated, emphasizing the importance of personal responsibility and the role of public order in social life. The main goal of the event was to develop legal awareness among students, promote legal culture, and deepen the understanding that every action leads to legal responsibility. Teachers systematically explained the content and importance of complying with legal norms. 📖 Such educational activities strengthen the professional responsibility of future lawyers and teach them to respect the rule of law.   • “Legal Culture as the Foundation of Harmony and Stability”
    The Institute of the Assembly of the People of Kazakhstan and the Legal Clinic of the Department of Civil Law Disciplines of Kh. Dosmukhamedov Atyrau University jointly organized a round table titled “Legal Culture as the Foundation of Harmony and Stability.” The main goal of the event was to promote the principles of “Law and Order” among young people, develop legal culture, increase legal awareness, and strengthen legal responsibility by widely promoting mechanisms for resolving disputes through legal means. ⚜️ Legal culture is the foundation of a rule-of-law state and the key guarantee of social stability. In modern society, improving legal literacy, resolving disputes through pre-trial procedures, and developing a culture of agreement are effective tools for preventing social tensions. In this regard, the round table served as a comprehensive platform aimed at combining theoretical knowledge with practical skills. 👨🏻‍🎓 Experienced legal professionals participated in the event: • Baktygali Nurlybek Baktygaliuly, Chief Specialist of the Legal Clarification and Legal Services Department of the Atyrau Regional Department of Justice; • Esbosyn Asan Balgabayuly, member of the Atyrau Regional Bar Association, lawyer; • Almira Sisenovna Aizharikova, private notary of the Atyrau Notarial District. Faculty members and students of the Law educational program also took an active part in the event. Analysis of the presentations 👩🏻‍🎓 Student Zarina Kaiyrova noted in her report that legal literacy among young people is a prerequisite for the sustainable development of a rule-of-law state. She emphasized that legal education should not only provide information but also shape lawful behavior. 👮‍♂️ Representative of the Department of Justice Nurlybek Baktygaliuly analyzed the main directions of state legal policy, the importance of legal awareness work, and mechanisms for increasing citizens’ legal responsibility. 👩🏻‍💻 Notary Almira Sisenovna focused on the preventive function of the agreement institution and highlighted the role of notarial procedures in ensuring legal security. It was emphasized that resolving disputes without going to court is an indicator of a high level of legal culture. 👨🏻‍🏫 Lawyer Asan Balgabayuly stressed that compliance with professional ethical standards directly affects the quality of legal services. He scientifically explained the importance of negotiation strategies and evidentiary tactics in dispute resolution. Practical session 🎓 Participants worked in three areas. 📝 Family law dispute Topic: Division of property and child custody during divorce. The discussion covered the priority of the child’s interests, mediation approaches, notarial agreements, and pre-trial settlement mechanisms. Conclusion: developing a culture of agreement contributes to social stability. 📖 Civil law dispute Topic: Failure to fulfill contractual obligations. Students, together with a lawyer, developed an evidence strategy and discussed negotiation tactics as well as possibilities for pre-trial dispute resolution. Conclusion: an effective legal strategy saves time and resources. 🛎️ Administrative offense Topic: Prevention of offenses among youth. Preventive measures, legal education, and the role of state institutions were analyzed. Conclusion: legal culture should be formed as a preventive mechanism. “Common Legal Initiative” project 📝 During group work, specialists and students jointly developed projects aimed at improving legal culture. The projects were evaluated based on their relevance, practical significance, and feasibility. For their contribution to strengthening cooperation with the university and enhancing students’ practical knowledge, the experts were awarded Letters of Appreciation from the Rector. Active students received tickets to the theatrical performance “Mahabbat, Kyzik Mol Zhyldar”, staged at the Makhambet Academic Kazakh Drama Theater. ✅ Overall, the round table became an important step in systematic work aimed at developing legal culture and increasing the legal awareness of young people.
