President Kassym-Jomart Tokayev’s 2025 Address to the Nation

This year’s Address covered strategically important directions for the country’s development, with particular emphasis on digitalization and the introduction of artificial intelligence (AI).

The Head of State proposed the creation of a model for a small rural school based on AI, called “Kazakh Digital School,” highlighting new opportunities that will provide rural students with access to quality education.

The key tasks set for the education and science sector include:

* ensuring that teachers fully master AI technologies;

* training a larger number of technical specialists;

* bringing qualified professionals back from abroad.

Kh. Dosmukhamedov Atyrau University is one of the leading partners in implementing the “AI-Sana” project in Western Kazakhstan.

Achievements to date:

* Over 4,500 students have completed the courses “Basics AI: AI Overview” and “Search and AI”;

* 3,500 students received international certificates;

* Students are gaining practical experience in text recognition, video surveillance, and neural networks at Huawei ICT Academy;

* AI-related disciplines have been integrated into all academic programs;

* The university has launched the LIBAU AI intelligent assistant, an online library, a MOOC Writing Center, and various research projects.

Another significant initiative mentioned in the Address is the establishment of a Ministry of Artificial Intelligence and Digital Development, which may be headed by an official of prime-ministerial rank.

In addition, the proposal to establish a unicameral Parliament was announced. This political decision will be widely discussed in society and in Parliament, and is planned to be decided through a nationwide referendum in 2027.

The President’s primary goal is to transform Kazakhstan into a fully digital nation within the next three years. To achieve this:

* a Digital Code will be adopted;

* the system of public administration will be fundamentally modernized;

* the level of transparency, efficiency, and citizen-orientation will increase significantly.
