Association of State Universities and Research Centers of The Caspian Region Countries.

Khalel Dosmukhamedov Atyrau University joined the Association of State Universities and Research Centers of the Caspian Countries in 2016.

The Association was established in 1996 at the initiative of Astrakhan State Technical University (Russia) and Gorgan University of Agricultural Sciences and Natural Resources (Iran).

Currently, the Association includes more than 60 organizations from five countries: Azerbaijan, the Islamic Republic of Iran, Kazakhstan, Russia, and Turkmenistan.

Main Areas of Activity

Development of cooperation in education, science, culture, and ecology of the Caspian region;

Implementation of joint international projects;

Academic mobility of students and faculty;

Professional retraining and advanced training of specialists.

Thus, the Association serves as an institutional platform for the integration of the scientific and educational space of the Caspian region.

Since joining, Atyrau University has actively developed joint scientific and educational cooperation with regional universities.

2017 — XX Anniversary General Assembly

In 2017, the University hosted the XX Anniversary General Assembly of the Association. During the event, the Center of Iranian Language and Culture was opened, symbolizing strengthened bilateral cooperation among universities and Caspian states.

2018 — Expansion of Scientific and Cultural Cooperation

In March 2018, the International Expert Meeting
“Law and Media in the Caspian Region: Foundations and Prospects for Cooperation”
was held, bringing together scholars from Azerbaijan, Iran, Kazakhstan, and Russia.

In September 2018, the University organized the 6th International Universiade in 11 sports disciplines among students from 43 member universities. More than 500 student-athletes participated, strengthening youth and intercultural ties.

In December 2018, in honor of the 100th anniversary of the Astrakhan River College, a themed classroom of Kazakh culture “Kazakhstan” was opened at the Caspian Institute of Maritime and River Transport of Atyrau University. The project aimed at promoting Kazakh history, culture, and traditions and fostering humanitarian dialogue in the region.

2020 — Development of Youth Initiatives

On August 20, 2020, the University organized the online drawing competition
“The Caspian through the Eyes of Youth”,
aimed at strengthening intercultural connections and engaging students in research and creative initiatives.

2025 — Strengthening Scientific Integration

On October 16–17, 2025, the XXVII General Assembly of the Association was held under the theme:
“Caspian Ecosystem: Integration of Science and Education.”

The Assembly brought together 24 representatives from 12 leading universities and research centers of Kazakhstan, Russia, Azerbaijan, Iran, and Turkmenistan, confirming a high level of inter-university cooperation.

Within the framework of the Assembly, Atyrau University signed memoranda of cooperation with:

University of Guilan (Iran)

Azerbaijan Technological University

These agreements aim to develop academic mobility, joint research, and educational programs.

During the same period, the international scientific-practical conference
“Dosmukhamedov Readings – 2025: Trends in the Development of Modern Science and Education”
was held, with scholars from Kazakhstan, France, Poland, and Azerbaijan presenting reports on:

modernization of the education system;

ethical use of artificial intelligence;

neurolinguistic research;

environmental challenges;

economic development.

Institutional Significance

Active participation in the Association contributes to:

strengthening scientific cooperation in the Caspian region;

expanding international academic mobility;

enhancing intercultural dialogue;

integrating the University into the regional scientific and educational space;

increasing the University's reputation as a center of sustainable academic cooperation.

Thus, membership in the Association is an important instrument of regional integration, scientific diplomacy, and the strategic development of Atyrau University.
