Implementation Plan for the University Climate Strategy
1. Vision
Become a regional leader in the field of sustainable development of the Caspian region, integrating climate solutions into education, research and campus management, taking into account the environmental risks of Atyrau region (shallowing of the Caspian Sea, dust storms, soil salinization, water scarcity).
2. Strategic goal
Reduce greenhouse gas emissions by 35% by 2030 fromthe 2026 baseline and achieve carbon neutrality by 2035.
Main strategic directions:
- Reducing greenhouse gas emissions (carbon neutrality by 2030)
- Improving the energy efficiency of buildings and infrastructure.
- Use of renewable energy sources.
- Replacing transport with electric vehicles and optimizing logistics.
- Implementation of emission monitoring systems.
- Sustainable use of resources
- Water conservation (smart irrigation, rainwater harvesting).
- Waste reduction and recycling, zero single-use plastic policy.
- Green infrastructure (landscaping, certified green buildings).
- Education and community engagement
- Integration of climate education in all disciplines.
- Master's programs and workshops on climate adaptation.
- Seminars, public lectures, awareness campaigns.
- Research and innovation
- Center for Climate Research.
- Development of early warning and disaster prevention systems.
- International cooperation (Erasmus+, COP29, University Climate Network).
Research areas:
- Shallowing of the Caspian Sea.
- Dust storms and land degradation.
- Soil salinization.
- Environmental risks of the oil and gas industry.
- Carbon monitoring of industrial zones.
Implementation plan by time frame:
- Short-term (until 2027): establishment of the Climate research center, first global conference, energy consumption optimization.
- Medium-term (until 2030): creation of a sustainable development department, replacement of transport with electric vehicles, analysis of emissions.
- Long-term (up to 2035): reduction of emissions by 30% from the base level of 2026 years, participation in international climate initiatives, introduction of heat pumps and heat recovery.
Key values and approach:
- Compassion, honesty, discovery, fairness, resilience.
- The principle of "fair transition" is to protect marginalized communities.
- Monitor and adjust data-based strategies for long-term sustainable development.
Student and staff participation goals:
- Minimize the use of plastic and paper, and properly process waste.
- Reduce energy consumption and participate in sustainable campus practices.
- Raise community awareness of climate and sustainability issues.
