Department of Science
Department of Science of Kh.Dosmukhamedov Atyrau University - is a structural unit of the university, which performs and coordinates the research work carries out at the university, and also publishes the scientific journal "Vestnik". Department is a unified scientific structure uniting all research institutes and centers of the university.
The aim of Department is cooperation to the fullest use of scientific and intellectual potential of Kh.Dosmukhamedov Atyrau University, complex development of scientific research, research and production activities and the quality of education, strengthening international cooperation of scientists.
Department objectives:
- development of current and future planned scientific research works (further--SRW);
- organization and strengthening of relations of the University of Scientific, Scientific and Technical Cooperation with the institutions of the Ministry of Education and Science of the Republic of Kazakhstan, leading industry research institutions and organizations;
- expansion of scientific cooperation with foreign higher educational institutions, scientific institutions and production organizations in the field of scientific, scientific-productivity activities;
- organization of the preparation of documents for the creation and reorganization of various forms of scientific, scientific-productivity and implementation units at the University (scientific research institutes, scientific centers, scientific laboratories, etc.);
- development of regulatory documents governing the scientific research activities of the University;
- planning and organizing events aimed at enhancing the scientific activities of faculty members of the University, including: organizing and conducting scientific and practical conferences, round tables, seminars and other scientific events of a public nature at the University, collecting and editing materials of a conference, release of the collection;
- organizing and holding a meeting of the Scientific and Technical Council (further - the STC), drawing up a plan for the STC, control of implementation of solutions of STC;
- rendering consulting and methodical help to employees, doctoral candidates in work with the international bases;
- organization of work on increase publishing activity of University scientists in international rating journals;
- collecting scientific articles for the AU Vestnik, check on grammar, work with authors of articles on editing, control of observance of rules of execution of articles and providing necessary documents; the edition of information and methodical materials of the university in printing and electronic types;
- information and organizational support for the activities of authorities youth scientific self-government (Council of Young Scientists) of University;
- help to scientists of the university in preparation: applications for competitions of the scientific projects and grants which are carried out by scientific and scientific and technical programs, funds and the organizations, documents connected with the course of implementation of the projects which became winners of these competitions (contracts, calendar the plan of works, technical specifications, etc.), reporting materials about results of SRW on projects;
- help to scientists of the university in preparation: applications for competitions and scholarships of young scientists, documents connected with the course of implementation, which became winners of these competitions (contracts, calendar the plan of works, technical specifications, etc.), reporting materials about results;
- preparation of reporting documentation on implementation of SRW plans; preparation and provision of statistical data and reporting documentation on activities of department at the request of regulatory authorities and organizations;
- carrying out analysis of indicators of effectiveness SRW of University; control and analysis of activities of divisions of the University for implementation of SRW plans.

Department for the Development of Scientific and Research Activities
The Department of Research Development (RNID Department) is a structural subdivision of the University's Department of Science. It operates on the basis of the AtU Charter and is guided in its practical work by the orders of the Rector and the Regulations of the Department.
The RNID Department coordinates fundamental and applied scientific research, development, and technological activities in close connection with the educational process. The main scientific and organizational issues of the RNID Department are considered by the Scientific and Scientific-Technical Councils of AtU.
The main objectives of the RNID Department are:
- assisting in the training of qualified specialists and scientific-pedagogical staff at the levels of higher and postgraduate education, as well as in the professional development of AtU faculty and researchers;
- organizing, planning, and monitoring AtU’s research activities;
- coordinating and overseeing students’ research work;
- promoting the improvement of international, inter-university, and interdepartmental scientific cooperation, as well as the integration of university and academic science.
In accordance with its assigned tasks and in order to ensure effective scientific activity, the RNID Department performs the following functions:
- utilizing the university’s scientific potential to ensure the required level of specialist training, and promoting the integration of science, education, and high-tech production;
- planning, organizing, coordinating, and monitoring the university’s research, artistic, and creative activities in line with the faculties’ main areas of activity and training profiles;
- developing the university’s thematic research plan for conducting fundamental research and applied developments;
- contributing to the effective solution of urgent scientific and technical problems of socio-economic development;
- improving the quality of specialist training by actively incorporating research results into the educational process and widely involving students in research projects;
- providing methodological assistance to developers in preparing documents to ensure the legal protection of industrial property (such as patent applications for inventions, applications for intellectual property, etc.);
- organizing, monitoring, and analyzing the scientific activities of faculties; arranging and holding scientific conferences; and preparing semi-annual and annual research reports;
- expanding and developing the experimental and production base for scientific research, and creating conditions for the development of scientific and technical products as well as educational laboratories;
- participating in the review of materials prepared for public release in order to prevent premature disclosure of information about technical solutions that may be recognized as inventions.

▼The department of scientific and technical information (department STI) is a structural subdivision of the University’s Department of Science, operates on the basis of the Charter of the AU and in its practical work is guided by the orders of the Rector and the Provision on the Department.
Department STI carries out work organization in order to increase the effectiveness of information support for managers, scientific and technical workers, faculty members and students of the university.
The main scientific and organizational issues of department STI are considered by the Scientific and Technical Councils of the AU.
The main objectives of the STI Department are:
- to assist in the training of qualified specialists and scientific-pedagogical staff in higher and postgraduate education, the growth of the qualification of the teaching staff and research staff AU;
- organization, planning and control of the research work of the AU;
- coordination and control of research work of students;
- assistance to improvement of the international, interuniversity and interdepartmental scientific relations, the integration of university and academic science.
The Department of STI in accordance with the tasks assigned to it and in order to organize effective scientific research activities carries out the following functions:
- the organization of work with use of new information technologies for providing divisions of the university and certain employees which is specially prepared by information on domestic and foreign achievements of science, the equipment, economics and advanced production experience in order to increase the scientific, technical and economic knowledge of employees and creation the external and internal information environment of the organization;
- providing information support for management decisions in the planning and conduct of SRW and ROC in higher education institution;
- organization of work to increase the publication activity of University scientists in international rating journals, collecting information about articles and citations of university scientists published in international rating journals;
- identifying the needs of managers and specialists of the university in scientific and technical information necessary for project development, decision making;
- organizing the exchange of information on the achievements of science and technology, the collection, systematization, study and synthesis of information materials, the organization of the submission of scientific and scientific and technical information for state registration with higher scientific and technical information bodies;
- assisting university scientists in the preparation of: applications for competitions of scientific projects and grants conducted by scientific and scientific-technical programs, funds and organizations, documents related to the progress of projects that have won these competitions (contracts, calendar work plan, technical specifications, etc.); reporting materials about the results of research projects;
- organization and implementation of works on promotion of scientific and technical achievements by the organization of participation of higher education institution in forums, exhibitions, advertising of research and development;
- preparation for publishing information materials, catalogs and brochures of the university;
- drawing up materials and their submission in the prescribed manner to the bodies of scientific and technical information, translation of foreign literature, catalogs, scientific and technical documentation in compliance with the current procedure for coordinating translations, conducting accounting of the effectiveness of using information about science and technology in organizing materials information work of the department.

▼- Офис коммерциализации является самостоятельным структурным подразделением университета, подчиненным проректору по науке и международным связям и директору департамента науки.
- Офис коммерциализации осуществляет работу по выявлению и внедрению коммерчески перспективных научных разработок вуза.
- Руководство Офисом коммерциализации осуществляется руководителям, назначаемым и освобождаемым от занимаемой должности приказом ректора на основании решения конкурсной комиссии университета по представлению директора департамента науки и согласованию с проректором по науке и международным связям.
- Численность штатных специалистов офиса коммерциализации устанавливается в зависимости от поставленных задач в области внедренческой деятельности.
- Офис коммерциализации укомплектовывается высоко квалифицированными специалистами, имеющими высшее образование, опыт работы, а также специальное образование в области коммерциализации научных разработок. Кроме того, к работе могут быть привлечены сторонние специалисты по индивидуальным трудовым соглашениям.
Задачи Офиса коммерциализации
- На основе аналитических исследований сформировать общие приоритетные направления исследований университета;
- Выявить научные идеи, сформировать их в виде проектов и представлять их на различные финансируемые конкурсы;
- Управлять и сопровождать научные проекты до их логического завершения в виде готовой технологии, материала или изделия;
- Проводить целенаправленные исследования для выявления и решения проблем, возникающих в конкретных отраслях экономики;
- Содействовать взаимодействию научных структур и кафедр университета в целях интеграции науки и образования;
- развивать коммерческую структуру университета в целях его трансформации в предпринимательский ВУЗ;
- подготовка документов для открытия мини производств при университете;
- Задачами Офиса коммерциализации проводить мониториг и составляет" нормативно методическую базу деятельности офиса коммерциализации.
- Поиск партнеров для заключения хоз.договоров и договоров о сотрудничестве, в том числе международных. Выявление потребностей рынка и партнеров, возможных направлений коммерциализации.
- Налаживание контактов с субъектами частного предпринимательства в целях коммерциализации результатов научных исследований и разработок. Разработка инвестиционных меморандумов и поиск инвесторов.
- Анализ перспектив для коммерциализации и продвижение, имеющихся научных результатов, проектов, результатов научно-технической деятельности на рынок. Коммерциализация завершенных научных разработок и внедрение результатов исследований в производство.
Функции Офиса коммерциализации:
- Разработка и совершенствование Положения университета о работе с интеллектуальной собственностью, в котором отражены права и обязанности сотрудников вуза по отношению к интеллектуальной собственности. Разработка формы представления информации о научных разработках подразделений университета. Форме обо всех научных результатах университета, полученных по итогам года.
- Анализ полученной информации, проведение предварительных маркетинговых исследований, экспертная оценка и принятие решения о коммерциализации наиболее перспективных разработок. Представление списка отобранных разработок проректору по науке и международным связям университета для утверждения.
- Разработка и реализация оптимальной защиты интеллектуальной собственности, разработка стратегии ее коммерциализации.
- Определение источников финансирования для коммерциализации отобранных разработок. Представление разработок на конкурсах, выставках и т.д.
- Проведение переговоров с потенциальными покупателями (совместно с Администрацией университета).
- Подготовка и сопровождение лицензионных соглашений (подписание, контроль за своевременностью платежей, распределение дохода внутри вуза)
- Подготовка и сопровождение инновационных проектов, связанных с созданием нового предприятия (участие университета, его сотрудников, магистрантов и студентов в качестве учредителей, переход сотрудников университета, магистрантов и студентов на работу во вновь созданное предприятие, оформление договорных отношений между университетом и новым предприятием, консультирование в разработке бизнес-проекта, содействие в поиске источников посевного капитала).
- Организация совместных мероприятий сотрудников, магистрантов и студентов университета и представителей бизнеса (семинары, конференции, круглые столы)
- Поиск и анализ информации о технологических запросах в секторах рынка, связанных с научной деятельностью сотрудников, магистрантов и студентов университета.
- Ведение информационных баз данных по разработкам вуза, выставляемым на продажу.
- Участие в международном сотрудничестве в области интеллектуальной деятельности и трансфера технологий в рамках международных программ, проектов и профессиональных ассоциаций.
- Проведение анализа состояния деятельности в области коммерциализации результатов НИР университета и ее структурных подразделений, формирование предложений по ее совершенствованию.
